Look above and to the right to locate the metal ring underneath the serpent statue's chin. Use the Grapple to catch the ring and jump off the ledge.

Climb to the top of the cable until Lara is hanging underneath the serpent's chin. Turn slightly to the right if necessary and jump forward to grab the stone ledge; pull up.
